I kind of doubt it is the bulbs, unless the connector to the bulbs is really loose or something. It's not technically difficult, but fairly intensive as you have to remove the bumper before you can remove the headlights. When the DRL's are disabled and the lights are off they work when pulling on the high beam lever. One Headlight Not Working My 2002 Honda CRV has recently lost it's dipped beam but the sidelights and full beam still work fine. If you have already checked the bulbs and all the fuses are intact the next thing to check is the relay that operates dip beams.
Has anyone out there replaced it? In the US we have City Lights and Daytime Running Lights, and the City Light (what I think you're referring to) only comes on when the headlight does. When the switch no longer makes the correct connection with the car's electrical system, the low beams will not activate. After a few hours (or days depending on how much moisture is inside), the water will eventually evaporate and vent out of the holes your drilled.
