Has anyone out there replaced it? In the US we have City Lights and Daytime Running Lights, and the City Light (what I think you're referring to) only comes on when the headlight does. When the switch no longer makes the correct connection with the car's electrical system, the low beams will not activate. After a few hours (or days depending on how much moisture is inside), the water will eventually evaporate and vent out of the holes your drilled.
