My second monitor is only being recognized when it is turned off, soon as i power it on my computer doesnt recognize it anymore. which, of course does not seem to completely fix the issue. Your fix worked for us! But now it won't duplicate anymore because apparently there's "no signal" even though the tv detected it.
I think windows 10 is just junk plain and simple. Accept and keep and both displays show the way I want. In the long term, the nicest solution (which is the second solution I referred to earlier) might be to replace whatever part is broken. Once reported, our moderators will be notified and the post will be reviewed.
